Here is the answer I gave in a previous post

Hopefully this solution from a player works: ‘I finally figured out that you have to have your sims sit down rather quickly, before the other characters sit down. I exited and then went back to the park. When the table is empty click to sit down and then click for the other sim to “join in”. Be fast because once the characters start sitting, neither sim will be able to sit down’"
