The Sims Free Play how do I make a Nemesis?

Hi, I am on Level 7 and there is a quest that says to make a Nemesis far away in a neighbor's town. But I do not know what that is. I think that is being rude to another Sim but it doesn't say that I've collected it. I don't know how the quest comes in the place where the ones that I am asked to do like I have 3 active tasks or 2 I am not sure. Thank you.
