[The Sims FreePlay] Hobbies

Stephanie is great at cooking. Has big house but Cassio has a small little house that is a bit unfurnished. How do I get my Sim to change their hobby? Maybe it is with the Town Value cause I don't have very much buildings. And also, what level do I unlock the hobbies Fishersim and Fashion Designer. I have completed the quest Bread Winner with a stove at level 7. And I need to know how to get the rare items while practicing hobbies. Thank you.
