Wellspring Library Edit

If I build Wellspring Library on the Community Lot, I know I can't sell anything, but can I delete the top floor to make it a 2-story building? Or if I build it on a Residential Lot in SimTown, will...

    You should be able to edit the buildings on Community lots

     

    I do not know what you mean by "bird's eye view", I do not have the Wellsprings Library in my simtown but I do have other desert buildings. View from map and at the house

    The desert landscape is part of the template and can not be altered, you can choose a different template, delete the building and re-build the house of your choosing, manually. It will take effort and be costly compared to using a ready made template, but it can be done

    By bird's eye, I meant when I view all of Simtown, like to collect the town income and xp, I think the "map view." But the first photo you shared answers my question! I wanted to make sure the desertscape wasn't visible from the map. Thanks!
