A Writing Hobby Story-Chapter 2

While I'm doing progress for my Sim's writing hobby story, there are risk actions that require 1 chair. I use a chair from dining room category and place it in front of the desk. I made sure there was a blue box mark between the chair and the desk. But why can't I do the risk actions?
