Alfred the Anglerfish -party action doesn’t work at my own party

‘Alfred the Anglerfish’ wall decor doesn’t give the career party action at my own party. Only the possibility to view it. I tried moving it around but it didn’t help. 

The Rumblings from the Deep career story is still ok at level10 and I’m able to do the party action as a guest at someone else’s party.
