Yes! Best of luck with the fairy costume. It is one of the Izzy Items I collect and I usually find that 500 gems is a good number to take into Izzy's if you want a particular item.

To find what you're already bought from Izzy click on "style" under change appearance. Then click on Izzy's special creations.

@BlueWizardRob Is right in the estimate, fairy is rare and normally it takes a few hundred gems before it starts to show.
