Baby quest issues

Question

I am player level 16, I am married to another sim and have a relationship level of 10 with them and level 4+ relationships with others and yet the baby quest is still not unlocking except the limited time one. However, the limited time one which I thought was the actual baby quest requires level 19 for the civic centre and after speaking to my friends, they told me they have already had kids and they are levels 14 and 15. I am very confused. The bassinet is locked and I have no quest. Any help will be very appreciated

I'm not sure how this one works, as it's something that happened after I already bought the bassinet. Did your friends buy the rest of the baby steps set?
