Can’t add a second floor

I am currently on level 22 and I have been trying to add a second floor to my house. I purchased the permit and when I try to add the second floor I get a little message that says “The ‘chocolate chip cookie’ is preventing the lot clearing”

Now… for some reason I cannot store away the cookies and I’ve even rearranged my house to try to add the second floor. Unfortunately I haven’t been able to add it and I was wondering if I have to complete a quest or do I need to add more space in my house?

    @fooly298 Those cookies can't be put in inventory. Playable Sims have to take eat them or clean to remove them. In live mode, not on build mode, tap on the cookies and make your playable Sims take care of the cookies.

    @SalixCatThank you for the suggestion, but unfortunately now the message is saying that my sims is busy. I don’t know what to do next. I’ve made sure that my Sim isn’t busy.

    While the sim is not busy try force quitting and restarting your game.  Often that will bring up whatever activity the game thinks you are stuck in.  If when you re-open the game, that sim is in an activity, finish that activity and then repeat the force restart.  Do this until they are no longer busy when you open the game.  It doesn’t work for every ‘hidden” busy, but it works most of the time.
