Can Not Upgrade Workshop- "Shift in Progress"

How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? For over a week now, I have been unable to upgrade the workshop because it says a shift is in progress. No sims are in a workshop shift. I have seen similar reports but, unlike others I have read, my sims are able to complete more shifts. I have made each sim passive and active again, let them finish all of their tasks, Force closed and reopened the app, etc- all of the suggestions I have seen on similar posts to no avail. I have even retired sims since the problem began. Any tips?
What do you expect to see? I would just like to be able to upgrade the workshop.
