I think the only thing you can do is start doing rival interactions with the Sim and that will deteriorate the relationship.

I know you can get a divorce by starting rival actions until you get the divorce option, but I don't know if the same thing applies to proposals.

I actually tried breaking up an engagement one of my sims had by using the rival actions to bring up the option to call off the engagement. Didn't work, the prompt never came up. Ended badly for my sims actually, lol. Polygamy was committed, one's husband changed genders/went missing, another's husband went missing for a good while and still occasionally mysteriously disappears. My sim I was trying to get out of the engagement ended up divorcing both of her husbands back to back, so after that experience she's probably not going to marry again, lol.

My story wasn't so dramatic, I guess my guy is engaged for now, though I'm about to retire him (I meant for him to have "goodbye quick drinks" with his girlfriend before retiring him. Well that was certainly a goodbye and a half!)
But in turn it triggered the wedding quest, which I was saving for later, although I had decided that after being best friends from the start, my 2 main Sims had fallen in love and were ready to settle and have babies, I was just waiting for the right moment. So I decided to complete that quest for those 2 instead. Except that just a couple hours before, my gal had the dodgy tuna sandwich and I had to wait for her to finish throwing up in order to make the moment a wee bit more romantic! XD
