Cannot interact with non playable characters (NPC)

How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Try starting a relationship with any non playable character (NPC). You click on start a new social event, but nothing happens.
What do you expect to see? I expect to be able to start and finish any social story with any of the non playable characters (NPC).

I cannot start a relationship with any of the non playable characters (NPC). I click on start a new social event (short, normal or long event) but nothing happens. I can say «hi» and such (the small actions that requre 1 energy) but not start any event.
I can interact normally with any of my own Sims and with Sims created by other players, but not with any of the NPCs.
Now I have trouble starting relationship events with Sims created by me in addition to NPCs. It has also become impossible to interact with Sims belonging to other players.
In other word, doing any relationship event is now close to impossible. i have managed to do events if both parties are my own active Sims. On lower levels. I don’t yet know what will happen when I reach higher level relationships.I’m not going to contact EA help desk yet, because I assume all the bug we have all experienced lately are temporary or «transitory». Perhaps a bit like inflation…
