Can't add a room to house

After the update, I removed all my rooms, and decided to start the layout over. I have a total of 7 rooms I can use, but when I go to place the 7th room, it keeps telling me how to earn sim cash. Which makes no sense. I'm not trying to place an extra room, just the one I've already purchased. 

Not sure what's going on.
