My situation is the same, but i have unlocked waterfront already. But I unlock it after I finished the quest. Do u think it is the point of the bug here?

    You need to unlock waterfront and the science center before you unlock the rocket science career.

      Let's say we did NOT unlock the Science Center before completing the Rocket Scientist quest. Now the padlock does not even show, regardless of whether we have the Simoleons to unlock the building.

      Then what?
