This is happening to me as well... my lifestyle changed (I'm estimating less than a week but more than a few days ago). I have since bought items for my house every day; also a few makeup and clothing items. My lifestyle is stuck at Fashionably Fly, 119,210 points with no progress in the bar at all.

Update: For whatever reason, it started working again a few days ago and my lifestyle rank leveled up today.. weird glitch but seems to be fixed for me now.
