I also have this problem! My restaurant career sim is also missing.
Additionally, I have a living Izzy's sim mannequin in the marketplace. Is that true for you?

I had this problem but no one would show up at my home. I had a child that aged to an adult and I did not get new people visiting my home lot until I promoted or retired sims not being used. After that returned immediately

I have this problem as well, for the past day or two (seems like Market Square became a ghost town around the time I unlocked Downtown).

I have unlocked and completed all four careers at the Waterfront, but now that I completed the dance instructor career, nobody is ever at the Waterfront anymore. It’s like a ghost town. When I put my dance instructor to work she only has two options. One at the water dispenser and one at the waterfall. There are never any students to teach anymore.

I have no Sims Downtown, the other places seem to have Sims.

All other player's sims disappeared from downtown area, only the NPCs left.
Now my sims can't interact when doing their job.
Have been having this bug since space explorer advances quest begun.

No Sims for me in market square. Just see Izzy maniquin and the last clothes on it that I got.
