You've been noticed, I can't add it to the bug list yet, I need a bit more reports for that.
I'm sad to hear EA wasn't able to help you 3 times....
@Phantomlover1717I know it's been a LONG time since this was posted, but have you found any others with the same issue? I haven't been active on here for months. Tbh, it still hasn't been resolved even after I spoke with an EA tech expert. They said someone was going to fix it back in early June, but my elder sim is still stuck in my house with no option to move her out. Do you know of anyone on the website who I may message for this issue?

So I just had this happen to me. I retired 4 sims (all ready for retirement for more than a week before I did so) near the end of the Harvestfest. I was able to move out 3 of them, but 1 of them didn't have the option whatsoever. As shown here:
This is the first time that this has happened to me so I searched and found this thread. If this was meant to be fixed then what will I need to do? I'm not happy with the prospect of forever having one less space for moving in sims/having children.

My sim is STILL STUCK like this! I contacted EA twice before and the issue was never resolved. Unless, tech support begins to take notice of this glitch, our sims will remain this way forever. I wish I could give you a positive answer, but I can't. Luckily, there is more than one person with this issue. If it happens to more people, then they can put the bug on a list of issues for EA tech to fix.

I have this same issue! I retired my two first gen sims. Their hair turned gray, and they kept living as NPC’s in the house. Then suddenly, one turned back into an adult - his hair went back to brown - but he remained an NPC. He’s still in the current gen part of the portrait and there’s no option to have him move out. Playable characters can still have relationships with him. The other first gen sim moved out and is in a separate portrait alone. I retired and moved out a second gen too, I just can’t move this one out. It’s been a couple weeks now, it’s driving me nuts.

Thank you all for the reports. If you haven't already, can you please share your player ID and a screenshot of the exact Sim that is affected by this.
And if you remember, the day and time that you first noticed they went back to an adult instead of elder.

This happened to me Nov. 25, 2018 at about 1pm CST.
I took 2 screenshots. 1 of him just standing there. Thats all he does now and another of the family tree

I have had the same issue. It didn’t bother me at first but now that I want to start on the next generation I want to be able to move out my husband and wife at the same time to have them be in the same generation photo but can’t because my wife is still stuck as an adult npc.
I retired her a few months ago and then my game crashed and when I loaded it back up she was an adult again but not playable. There was also no option to move her out. So it’s same issue you have.
Yesterday was weird though because I randomly clicked on her and she became playable and her son went as an npc. I went through her stuff and found the button to retire her again but didn’t do it. I clicked back on her son and they swapped again. After that I haven’t been able to play as her. It was a weird glitch and I’m hoping it happens again so I can retire her again to hopefully move her out.
