I figured out the resolution but it involves waiting until the next time a guided tip comes around. I had the same problem due to another tip, until the ornate pop up appeared for me. I dutifully followed the instructions and poof! Frozen pop up is gone. So I think you'll need to wait until you get another pop-up in the same spot, follow the instructions (I'm curious, did you NOT follow the instructions perfectly this time? Because when my pop-up got stuck, I hadn't followed the instructions.... I think that had something to do with it) and I bet your stuck pop up goes away. Good luck keep me posted!
