The Sim should move out on their own after a few says. Could this be the solution?
I would think so, too. However, I was never able to actually move out that particular Sim. After I retired him, he's continued to hang out at the house. All of my other Sims eventually prompted me to move them out. It's just this one Sim that's never had the move-out prompt.
And the move-out prompt has always been un-selectable within the family portrait.
I just checked my house and he's still walking around, still in the family portrait, and the move-out option in the family portrait is still greyed out.

I read the stuck-in-yoga issue. That's not the one affecting my case. The retired Sim walks around on his own and interacts with other objects. I cannot control him. He acts like a normal Retired Sim... with the exception that he does not Move Out on his own, and I cannot move him out.
I've attached a screen shot of him interacting with one of the non-playable Sims in my house.
