How to make my retired sim move out?
move out option is unavailable

I read the stuck-in-yoga issue. That's not the one affecting my case. The retired Sim walks around on his own and interacts with other objects. I cannot control him. He acts like a normal Retired Sim... with the exception that he does not Move Out on his own, and I cannot move him out.
I've attached a screen shot of him interacting with one of the non-playable Sims in my house.

Steps: How can we find the bug ourselves? Create a Sim, have them marry another Created Sim, age them out, Retire and attempt to Move Out. What do you expect to see? The Sim should Move Out. The button is greyed out.
