I read the stuck-in-yoga issue. That's not the one affecting my case. The retired Sim walks around on his own and interacts with other objects. I cannot control him. He acts like a normal Retired Sim... with the exception that he does not Move Out on his own, and I cannot move him out.
I've attached a screen shot of him interacting with one of the non-playable Sims in my house.

I'm happy to report that with the recent update, I was able to move out my oldest Sim. Success!
I still have the issue with the "missing baby" issue, but at least the "unretireable Sim" issue is closed for me.
