Only elderly Sims NPCs being spawned by the game

    @wallaosg Hi, unfortunately this is a common problem in the game. Not sure if it was intended to be this way but the townies turn into elders and they won’t leave the town. Fresh faces are rare, so if you spot one you can keep them from turning into an elder by starting a relationship with them with one of your sims but not completing it. Since completing the relationship to level 10 will make the NPC turn into an elder in about two weeks.
