Have you completed the tutorial yet on your new device? You need to complete the tutorial before you can restore your progress from your old phone.

If you linked your game to the Google Play Store, you can get back in the game and pick up where you left off by signing into the Google Play Store and launching the game again. Could you give that a go please?

@EA_Lanna Good news I have restored my game! Thank you for your trying to help, I had to do a "Tutorial"to get it back by choosing the new Sim and bypass that to download and then was able to choose Old game in the Cloud or New Game.
It's unfortunate that the agents in the Chat at Google and EA chat didn't tell me this. I don't even see it in all the Help info about restoring the Data. If you see where it talks about that Tutorial let me know
