SIMS MOBILE RELATIONSHIP HELP

Hi (screenshots inserted) im on the next level of my sims relationship but when i go to start it, it wont let me ive tried going to different locations to try it but it wont let me call over my sims partner anywhere as it says along the lines of “too many sims here” when there isnt is this a glitch/bug or am i doing something wrong? Also i dont have any other events happening when im trying to do it so its not that , any advice would help thanks!
