The balsa counter is preventing the lot for clearing

Hi please help. I want to buy in designer home catalog. But I don't why it keeps on appearing. The balsa counter is preventing the lot for clearing. Does anyone experience this too ? Can you plz help me 🥺🥺

I tried to change the location of balsa but its still the same. I also tried to put it in storage. But one of it cannot be placed in storage. 🥺🥺
