Add me to the list of users experiencing this exact scenario on iPhone12 in the US. Gift accept displays, festival tutorial displays, but nothing on the screen can be tapped. I’ve restarted the app and phone several times, it’s now been locked like this for going on a week. Day after day, nothing refreshes or allows me to get past the frozen screen. I had hoped the usual day/night cycle would have interrupted this but it did not. I’ll also add I had bought the festival upgrade the day it started and had played every day since. My game should not have even shown me the tutorial last week when this occurred as I was many levels deep into the season already. If it continues to be locked, I could end up being unable to complete the season I paid for. I’ve already missed out on completing the last Treasure Hunt.
I'm having exactly the same problem. Also frustrated for losing the completion of Treasure Hunt and progress on the Festival Event. EA Help has sent me the same message twice suggesting that I follow the troubleshooting tips.... Which I already confirmed doing several times. Now I have a reply suggesting I Live Chat with their help specialists. Anyone know where and how I can do that??

A bug report has been created for this issue and we are investigating it. To aid the investigation, I request you to please share your Player ID with me in a private message with the subject "Game Frozen on Opening"

@valerieverne Tap on the menu on the upper right side on this page.
Then, tap on your user name. Finally, tap on INBOX and select COMPOSE A NEW MESSAGE.
Note that SimGuruSanah's user name is @EA_Sanah
