Why don't actions always reduce time by the same amount?

Let's say my first sim, let's call her Claire, is doing a standard hobby event, and my 2nd sim, John, is also doing a standard hobby event. I've noticed that *regardless of traits*, sometimes Claire will do a 2 point action and reduce her time on the event by 8 minutes, while John will do a 2 point action and only reduce his time by two minutes. Then, the next time they are doing the events, one of them will get 6 minutes per 2 point task and sometimes 10 minutes. As best as I can tell the ratio I get is arbitrary. 

Is there something I can do to tell what the ratio is going to be, or in some way to alter the ratio? The 1:1 ratio is especially frustrating.

    I've noticed that the the amount of time is fairly consistent.  The following is true for my sims:

    1) They start the events at the same time.  I always do things in pairs.

    2) They both have the bonus to all hobbies trait at 3 stars.

    3) They both wear Izzy costumes that give a bonus to all hobbies.

    4) Both hobbies have all of the hobby bonus items out in the home.

    5) Both are at the same level in their hobby.  Different levels award time differently.  

    Note that all of the above seem to affect the time awarded.  

    The exception is the risky events.  Those will depend on success or failure, which is somewhat randomized but based on probabilities.  Even in those, successes give equal results to other successes and failures give equal results.

    Also note that, while true for hobbies, this does not seem to be true for careers.  The barista, cook and secret agent careers do not have the same pattern and ratios as the other careers.
