Can we get Command and Conquer 5 started? I have done the outline (see my other posts)

It is highly unlikely that the people who would recruit and employ someone on a project would be reading these forums. You could try pitching the game to EA elsewhere (not sure where) but here is not the place where it is going to be seen by business case makers or people who decide these things.
