If you send a message from here it should reach them. But it depends on if their email is a valid one or one that is simply used for the game.

Other than that, do you know which world the player is on? Can you join that world? Do you know someone on that world that can contact them and ask them to message you from here?

I do not know his email nor the world just his playing name in Command & Conquer. Can we contact somebody by their playing name?

You can private message people here on the forums by their in game nickname but there are no guarantees that they come here.

You do not need to know his email - the system will know that but many, many people use email addresses that are invalid or don't go anywhere but the junk folder. It will depend upon what settings they used when signing up.
