Help!

Hi all. I new to the game. Only on level 11, but can't seem to get any higher. Any suggestions?

@Slrvgr My base is right next to a tunnel. How do I find a POI?

@Happs1 They are scattered around the map. The closer to the fortress they are the higher the level.
Tiberium control network hub, uranium compound, reactor,.... Just a few.
