Shouldn't TA occur near C&C4? There are aircraft and both CCN and TCN. Lorewise it should be in an alternate scenario when the TCN failed. There's even the scrapbus from C&C4. Also the buildings are from C&C3. Maybe time travel has to be the reason on why it takes place between C&C2 and C&C3.
