As a game designer graduate I would like to offer my ideas on possible solutions to this problem.
The Grepolis solution is to force accounts using the same ISP to declare a shared connection, the accounts are then forbidden to interact by attacking the same targets or trading (in this case attacking same target or player). This could be used with a warning method instead of instant ban to make public internet access possible, when the same ISP is detected they are automatically declared for and a warning is given. This effects alliances in a small way but if the game is played correctly then players can easily work around not being able to help each other dig and instead get help and work with the rest of their team.
Although players can still use VPN's to multi account atleast it makes it harder.
My favorite solution is a solo kill bonus for base kills, if you are the only player to attack and kill a base from 100% to 0% you get 20% more resources or something of the sort, while you are ellegible for this bonus you get a player lockout aswell as alliance lockout, this also makes it a little harder for multiaccounters to safely switch the account attacking. Now maybe even 10% is enough but I think this could possibly help and encourages players to master their base attacking skills.
Random input it could be fun to have a world with smaller alliances like 20 members, it would go slower but given a good starting layout I feel like it might be really fun.
