New world start times...

It would be nice if every now and then new worlds would start at a time other than 10 UTC. I know the majority of this game is on the other side of the pond, but every world starting (for me) is at 4AM. This game hasn't entirely lost it's "left of the pond players", but it definitely hurts to begin a world in the middle of the night.
