What's really going on, you ask. Well, follow the money. Because of these constant server outages, all players lose credits that cost them time, but funded players lose a lot more. All the while, EA keeps raking in the dough. Is it quarterly report time already? I recently (Oct 2018) reported a serious bug, apparently a software calculation error, that *reduced* Tiberium production on all bases in my account by 4% up to 28% (yes, 28% -- this is not a typo) when a single silo on just one base was upgraded. This happened on all 3 of my accounts, so I reported it. EA called me, investigated my claim, agreed that it was happening, and -- thankfully -- fixed the bug which had cost me thousands of credits (some funded). But, do you think they responded favorably to my request for *non-monetary* compensation for all players? Of course not! Don't expect them to compensate for these server outages, either. However, maybe EA will throw us some crumbs since the server outages are obvious to all players, while the skimming of Tiberium production was only noticeable if you keep careful records of all credit production (Tiberium, Crystal, Power, Cash) before and after upgrading harvesters, silos, etc. Which I do because I'm that kind of nerd. This kind of skimming would get you charged with a serious crime if you were running a casino, but EA is only running a multi-player game. Right.
