POI Penalty
Where can I get information on the hidden "penalties" imposed on an alliance holding poi's 3 or more levels below their highest poi?

- There are no penalties as far as I'm aware. The holding of multiple POI's below their highest level is quite common. The only downside is that it takes more POI's to add to the number of points you need for the next level of bonus.

I assume you mean the reduction in efficiency when the alliance advances and at what rate the low level POIs will become obsolete? - yes, that sounds about right EE

Some consider the later (30+ levels) never become obsolete as the enemy can't have them - they are however often held by allied alliances and not the main alliance.
