I've made many suggestions in the past - but a simple one (IMHO) to implement would be to have only 1 of each type in each sector at alternating levels but with a massive increase in Bonus and no Resonator POI but a credit one instead with a large number at the start around level 15.
So, eg. each sector would get something like 4 level 15 crystal, tib, air, uranium and tungsten POI and then 1 air at level 20, 1 Uranium at level 25, 1 tungsten at level 30 etc.
I don't think its a good idea to have fewer POI's, I would suggest that the POI's are normal in density and amount. Maybe raise the score per POI along with the forgotten base levels. Therefore it would be a lot harder to get the POI's.
Lets say levels of the forgotten bases are the height. A level 12 base has a height of 12. The world looks shallow when you check the heights of the forgotten bases. Lets make the world 'steeper' instead. This makes the lvl 20 forgotten base area closer to spawn.
It gets steeper all the way to the forgotten fortress, that its level should be around 100, with it weakened, its about lvl 80 to 90. It would take more than 3 alliances to take this down if the player's limit is up to 65. Raise it to 85.
The Credits based POI is good one though.- I like the idea of ramping up the levels quicker (better than starting at level 45 as on the Vet servers). Maybe adding in the 'willingness/morale' factor too, but only when the forgotten get to level 40 or 50, until then forgotten attacks only.

Normally how high is the morale value? It feels that the forgotten attacks is some sort of morale value. Instead of offense, its on the defense. Get close to a high level base and chances are that very same base is screwed before you could jump it back.

The morale system varies in how much 'morale' is lost depending on the difference between the base attacking (yours) and the forgotten camp/outpost/base involved. The % can be quite low, at 3-5% or quite high.
I'm not aware of exact figures.- IIRC morale starts at 4 lvl difference to the target. I'm not exactly sure how the % is calculated, but I'd wager base types come into play.
- Morales somehow slows down the best players out there. I never liked it as sometimes I attack an outpost or camp way higher than my army. Despite this, I never had a 2nd base within 4 days or something. Maybe I should have a diet on forgotten bases first. I often aim for outposts.

no it dont as the best players find a way round or that dammned good

- All the layouts are identical per server. The only instance I remember is of the world series. E.g. World 81, where I started, my starting layout was different from my brother's. He used to play, then all his bases were reset after 2 years It was about the same time I noticed that some of my old worlds are missing, so by conclusion, his bases are gone.
From what, I see, every world that comes online, all players have the same layout. Take Wrath 6 for example, the layout was the same for my alternate account that came by years later. I'm not that picky about layouts, and I prefer a good quality rather than a high quality as in TA, the higher the quality of the layout, the rarer it is. - Yes, the most recent worlds all started with the same layout for each player. They either use a random computer generated layout or a community suggested layout from an existing world but everyone gets the same one.
