Over the years this has been suggested many times (or slight variations) but hasn't been acted upon so I doubt anything will change.
As you have stated, this is a war game! As in the real world, those that win a war determine the future of the territory gained. In this game, the territory gained is the area around the fortress with the highest POI. You'll not change human behaviour either within the game nor in the real world by 'wishing it was so'.
i remember we chat about that topic long time ago on my first account....
and i think both sides got some rights hire....
alliance who is a stronger one and win war and the serwer should lead a world till they will be play....
but the think wrong hire is... lots of players who want to fight for 2nd or 3rd badge mostly dont have chance to fight vs bigboys protecter thier own ships in sec alliances
there will be nice if somethink change and let others have more chance to get fights for 2nd or 3-4-5th badges also....

The winners are dropped some levels and moved from the center.
The norm use to be....usually a trailing alliance who is in the position diplomatically to take advantage make their move. Often some dedicated wing alliance.
Or the change was enough to tip the balance of power and a rival alliance would position themselves. Then idea was concede or risk a costly war.
You still had to be organized to challenge the fortress.
You could hope to badge without opposition if a lot of players simply quit but you couldn't count on that.

The top alliances are unchallenged due to their multi alliance defense.
A challenger is usually a nonaggressive wing by any other name. By far the surest way to badge after the first once uncontested. And a strategy decided on early and under the circumstances a good one..
So without new alliances being formed you know the next 5 or 6 badge alliances without fail.
