The winners are dropped some levels and moved from the center.
The norm use to be....usually a trailing alliance who is in the position diplomatically to take advantage make their move. Often some dedicated wing alliance.
Or the change was enough to tip the balance of power and a rival alliance would position themselves. Then idea was concede or risk a costly war.
You still had to be organized to challenge the fortress.
You could hope to badge without opposition if a lot of players simply quit but you couldn't count on that.
The top alliances are unchallenged due to their multi alliance defense.
A challenger is usually a nonaggressive wing by any other name. By far the surest way to badge after the first once uncontested. And a strategy decided on early and under the circumstances a good one..
So without new alliances being formed you know the next 5 or 6 badge alliances without fail.
