Post badge dictators and poi greed
I propose that in future worlds those who badge should be ghosted indefinitely to stop them playing dictator and just plain bullying, the natural order of the game is being dictated by the super rich...

That issue is bad only as long as you are not in TOP.
When you get there all becomes fine^^
But seriously, when it's not clear what it's about, it's always about the money...
Just give badges for lower fortress kills.
Maybe some other achievement badges.
