- No. The current system where multiple players hitting a base get reduced resources/loot was introduced against the multi-accounts.

The original intent was for players to "farm" their own resources, not power-level others. Once discovered, players created 10-50x alts to come in and chew at a base 10/20/30 levels above them in order to power-level themselves with 'unlimited resources'. The loophole is still used today by some, but typically only for conquering a POI.
