Whilst you may view it as a waste of CP, there are others who enjoy the events as witnessed by the number of infected killed in a period of 3.5 days.
As noted, with level 55+ bases anything that will not contribute to a war or the centre will be likely a waste of resources because the infected bases aren't high enough. (Maybe that will change in the future!)
