You cannot transfer resources and with recent changes cannot easily feed his bases by pre-killing them. To help, I'd suggest you both join the PTE and treat it like a production world. Steer clear of joining an alliance but make your own. He can learn about the missions, how to effectively place buildings and defence units as well as how to upgrade units all for free. There are many scripts around, help him select which ones he is likely to benefit from and how to install them.
After a week or so he should have the idea that it is a long term game and needs long term commitment to progress. During the 1st week show him the 'cheat menu' to help with cp and movement. Then he should be ready to try an existing world such as tib39 and repeat the process but within the limits of 100 cp and 12h repair time. Encourage him to NOT spend any money at this stage until he has decided he is comfortable with the game. When the next new world is launched, join the world with him and try and get into an alliance with a training wing (if they exist anymore).
