I do not owe you any sort of apology, I'm in the same position as you as I am unable to log in at times. It is not OK but as a moderator my role (unpaid) is to maintain good order and decorum in the forum only, not to apologise for the mess that EA make or the fact that their customer services dept doesn't know it's a* from it's elbows at times with regard to this game.
Money back is also not in my remit as a moderator of the forum and as your money was spent on TA funds which you received they gave what you paid for. It's probably a clever marketing and legal move but by making the purchase of in-game features (such as rt time or cp limits) one step removed from the purchase of funds they probably have kept themselves in the clear.
