When is star sign seen under both GDI offensive unit and defensive unit obtained?

Can anyone please tell me when does offence unit and/or defence units, gets star sign ( below left next to CP) ? for example : GDI's Rifleman squad of offensive unit have -a star (below left) and...

Those units (among a couple of others) does not have an research option, so no star for them.
