Worlds level 80, some questions about poi, ruleset and fortress

@EE_Elephterion ,

With the upcoming level upgrade to all world, I recommend you kill / reset fortress with the patch. The "event" will force all bases to remove themselves from center (or be destroyed). The event will also force the fortress into a level recalculation, since most old worlds have leveled extensively since the last time their fortress was killed.
