My 2 cents:
If max level camps are not actively farmed, they are getting cocky (the probability of u / everyone being damaged by FA increases).
If they're getting killed once every hour (i don't know this... more or less then 1 hr), their "moral" is too low and no one will be hit by them :)
Fix: Kill 'em often or increase Res tier and/or defense level.
