cannot upgrade CY in FS13
adequate tib and power in base, but after upgrade attempted, CY briefly flashes level 25 then reverts back to level 24

- I tried a different computer with the same Chrome browser settings and upgrade was possible - ? glitch
- Please let us know if this appears to become a permanent issue. As per usual, custom scripts my affect your experience with the game in unforeseen or intended ways.
