That indicates the problem lies not with EA or the game, but with the network routing to the servers. There is little, probably nothing, that EA or the game developers can do about the bad connections.
The only thing I can offer is the suggestion they try a free VPN to see if that helps. This will force the routing out from their ISP locally into a different route to the servers (if I understand these things correctly) and may result in a workable connection. Once it is established that this re-routing works (if it does) then either challenging the ISP or buying into a paid VPN system may become worthwhile.
