A little more detail on the issue you face may help. Which world and which bases etc for a start!

Bases can be moved after reaching level 7 on regular worlds. Or is the problem that there is nowhere to move to? You can sector jump to move if your bases, or most of them, are killed and no place is free to move to. Jumping to an adjacent sector is sometimes useful if part of a successful alliance in this situation. Jumping to another part of the world is better if being chased by an enemy.
