Error 404 buying funds with Paypal - charged twice

Hi all, Just tried to buy some funds with Paypal and it came up error 404 and to try again. I did that and got charged twice and they won't refund me when I asked via live chat. Is there another way ...

Payment issues can't be resolved here. Only EA and PayPal can assist.
